Stupid Navy Lieutenant Tom Dodge has been given one final chance to straighten up his act. Dodge is sent to the Stingray, a sub that can barely stay afloat, by Admiral Graham, his archenemy. Furthermore, the Stingray is to be the enemy's flagship in the next war simulations. In addition, Dodge's team includes a collection of fools who are even more incompetent than the man himself!
